McKinley & Colonization of the Philippines: Rae

One idea I have for a target text is the Benevolent Assimilation Proclamation by President William McKinley. This is because he classified an in-group and an out-group (The United States and The Philippines, respectively), and made it clear that America was superior.

Question: Can a leader be considered a demagogue even though he claims to want to help the out-group he establishes?
Question: What is a bigger determining factor for whether a leader can be classified as a demagogue – his words or his actions/intentions?
Did McKinley’s diction allow for greater support because the people did not know what his true intentions were?
